摘要：城镇化是一个复杂的过渡性过程，推进城镇化是实现工业化和现代化的必然要求与途径。然而，城镇化的发展必然要导致自然资源的耗费，并产生一定的外部负效应。在城镇化进程中，由“集体行动的困境”所引发的生态环境的“公用地悲剧”不能不引起我们的关注。要正确处理城镇化与生态文明的关系，走新型生态城镇化道路，需要各治理主体的共同努力。城镇化必须以科学发展观为指导，不仅实现生产城镇化与生活城镇化，而且要实现人的生态理念的城镇化，使人们自觉地致力于生态城镇的建构。

The construction of ecologicalcivilization in the process of urbanization and the implications
Abstract: Urbanization is a complex transitionalprocess, which is the inevitable requirement of the realization ofindustrialization and modernization. However, the development of urbanizationis bound to consume natural resources and cause external negative effects. Inthe process of urbanization, the ecological environment caused by the"collective action dilemma" of the "tragedy of the commons"can not but arouse our attention. We must correctly handle the relationshipbetween urbanization and ecological civilization, take a new road of ecourbanization, needs the joint efforts of each control subject. Urbanizationmust be guided by the scientific outlook on development, not only to achievethe production of urbanization and the urbanization of life, but also toachieve the ecological idea of urbanization construction, make peopleconsciously committed to ecological town.
